It is expected that many studies at NCC will be subject to Full Review only after referral from an Expedited Review. For a study that is subject to Full Review, the Committee will have the power to approve, require modifications in the research to secure approval (no further review necessary once modifications are made) or disapprove the research. In order for the research to be approved, it must receive the approval of 2/3 of Committee members (i.e., four or more votes). A rationale for decisions to disapprove research will be provided in writing to the applicant.
If an applicant believes that a disapproval decision was due to a conflict of interest with a member of the Committee, the applicant may appeal to the Dean of the Faculty. Upon reviewing the appeal, the Dean may choose to submit the proposal to a new hearing, in which the members of the Committee subject to conflicts of interest are temporarily replaced by the Dean.
